We provide socially conscious design,

construction, and management services for a low income families, non-profit agencies and investors.

Because of the growth of Hatch Development Group (HDG) and the need for more low income housing apartments and supportive housing, HDG expanded its development partnerships. Michael Kiernan has joined with HDG with his Kienan Development and

Construction Company to become a partner in the firm.

HDG creates real estate developments in urban neighborhoods and small towns in Iowa. Since 2003, we have developed low-income affordable housing in the Des Moines neighborhoods of historic Sherman Hill Neighborhood, Drake Neighborhood, Indian Hills

Neighborhood, Martin Luther King, Jr, neighborhood, East Village neighborhood.

We have partnered with non-profit agencies including Neighborhood Investment Corporation (NIC), Central Iowa Shelter& Services, Bridge Homes in Ames, and the Clinton YWCA. Most recently in 2025, we partnered with the state, City of Des Moines and Polk County to build a residential facility for homeless youth near the Iowa State Capitol with Starts Right Here. We expanded to the Oak Hill Jackson and the Medical District neighborhoods in Cedar Rapids, the East Side neighborhood in Dubuque and near the commercial district of

Ames and in Clinton, Iowa.

We extended our attention to small towns in rural Iowa and built LIHTC and historic preservation projects in Waverly, Newton, Winterset, Iowa.

Along with our sister company, Perennial Properties Management Services, LLC,(PPMS), we provide a full service of housing needs.

Michael Kiernan

Michael Kiernan brings a powerful combination of political leadership, public service, and private-sector development experience to every project he leads. A lifelong Iowan, Kiernan remains the youngest person ever elected as an At-Large City Council Member in Des Moines—a testament to his early and enduring commitment to civic engagement and effective governance. 

His distinguished public service career includes serving as Chair of the Iowa Democratic Party and as a member of the Democratic National Committee, where he sat on the prestigious Rules and Bylaws Committee. He has served as a top advisor to former Iowa Governor Chet Culver, worked in the office of U.S. House Minority Leader Dick Gephardt, and counseled the Iowa Secretary of Agriculture—gaining invaluable insight into both federal and state-level policy, political strategy, and agricultural economic development. 

Kiernan’s leadership and accomplishments have earned him recognition at both the state and national levels. He was named one of the Des Moines Business Record's “40 Under 40” for his professional success and civic contributions and was appointed an Honorary Colonel by Governor Culver in recognition of his outstanding service to the State of Iowa. 

A fourth-generation Iowan and the son of a century-old farm family, Kiernan combines deep rural roots with a forward-thinking approach to urban growth and redevelopment. As the founder and owner of Kiernan Development and Construction, LLC, a partner in HDG, and President of Perennial Properties Management Services (PPMS), he leads the management of dozens of multifamily properties and more than 900 apartment units. 

Driven by a belief in service, accountability, and community impact, Kiernan is skilled at guiding complex initiatives with integrity and insight. Raising two children, including one with special needs, alongside his wife Erin Kiernan, an Emmy-winning journalist, he has shaped his perspective on resilience, flexibility, and compassionate leadership. His broad and varied experience — from city government to political leadership to hands-on construction — equips him to lead decisively at the intersection of finance, housing development, and community transformation.

Ryan Gallaway

Ryan has been associated with Jack for 17 years and is a general partner in several of our developments.  He also led PPMS immediately after Sonja’s retirement until he chose to spend more time with his family.  He remains a partner in Hatch, Kiernan & Galloway, LLC and will continue to pursue independent and joint ventures with us.

Dale Todd

As a three-term city councilman of the second largest city, Dale has a thorough knowledge of city procedures and local government issues.  This commitment to local government and its responsibilities to serving the needs of its citizens drives Dale to use that background in tailoring specific projects to reach the low-income families that need the most help. 

 

His ability to foresee the concerns of city officials in large and small towns has provided a sense of comfort with our relationship with city officials.  They know that our team understands the financial and political issues.  He and his wife, Sarah, have a son with special needs, Adam.
